Otto von Bismarck:  Policies as Chancellor

    The German Empire was a parliamentary monarchy with the monarchy holding most of the power.  As Chancellor, Bismarck could establish economic, religious, social, and political policies to govern he empire.  He practiced Realpolitik, practical politics, as a way to advanced national German interest.  He as not interested in moral or ethical issues, and the German Empire grew into an industrial and military giant.  Bismarck knew that this would upset the balance of power in Europe and used diplomacy, backed by the mighty German army, to sign treaties with rival powers throughout Europe in order to avoid conflict.

            Bismarck used his power to start a culture war with the Catholic Church.  He was fearful of the power the church held and wanted to strip them of their power.  He took away control of the schools from the Catholic church and exiled or jailed many priests and bishops.  

            Bismarck also worked to extend his power to the working class in Germany by establishing many social programs including health insurance and old age and disability insurance for all citizens.
